Link exchanges can happen in a number of different types of sites. This entry will focus on exchanging links with other blogs. The more relevant and higher quality your blog is, the more likely other bloggers will be willing to exchange links with you.
Your blog can be just a collection of ads and junk entries that are designed to get traffic and provide no value to the visitor. The test is if you are proud to send people to your blog, then you can more than likely get other bloggers to link to your blog.
You can get links by posting comments in other bloggers blogs, but if you can, it is better to ask them to put you in their 'blogroll'. A blog roll is just a collection of links that sit on the side of your blog that take the visitor directly to other blogs. The more relevant and interesting a blogger finds your blog, the more likely you can get them to put your blog in their blogroll.
If you form a personal relationship with the blogger and tell them what you like and don't like about their blog (be careful about the don't like part), and find some common ground, then you have it made. As with anything, the higher quality things take some work and some relationship building. There is no get rich quick without any work on the Internet, and if that is what you are looking for, then you will be disappointed. In my experience, the things that last on the Internet, are the things that provide value.
There is a new tool that I have just tried out today called Blogrush that supposedly puts a mini "blogroll" of related blogs on your blog (all you have to do is add a snippet of code). They at BlogRush learned how quickly spam bloggers and cheaters enter the game, and are now checking each blog that is entered by hand, so that everyone's blog is of good quality. No one want's to link to junk.
At any rate, as you bring visitors to your site, other bloggers links are shown on your blog through that piece of code, and as a result, links to your blog show up on other blogs. It is done by category, so there is some ability to control the type of links that show up on your blog, although I would like a bit tighter category control.
